'V Pocket Rocket' age restrictions???

hi there i am 17 and i got asked for my age for a Pocket Rocket at a dairy, he said it could have side affects. Is there an age restriction? I told him my age and said i had id on me. He rufused the sale... Are vendors aware of an age restrictions? If any?11 Replys 8 weeks
