I use Adobe Photoshop for making skins etc, you can get a 30 day free trial download from the Adobe website if you want to try it out - but if you wanted to keep the prog after the 30 days you've gotta pay top dollar for it lol.
The only other thing I can recommend is a program called The GIMP - it's completely free and very easy to use - just Google-search for 'gimp' and you'll find it very simply
