The teenagers topped 100 miles per hour in the BMW simply because they could.

This is what Julia Rodriguez said she had heard over the weekend from the only survivor of the BMW crash that killed her 16-year-old daughter, Amanda Nadeau, last Friday.

''I couldn't even breathe when he said that," said the grieving Reading mother. ''My child is dead because the Beemer could do 100."

Even through her tears, Rodriguez has found a cause. Although her daughter's death occurred just six days ago, she had already called several lawmakers to urge that teen driving laws be tightened. Her request: ''The age for kids to be driving should be 18. There's no question in my mind. The death of my daughter highlighted that for me."

And while that may have once seemed a quixotic request -- teen-agers can obtain a learner's permit at age 16 and can receive a junior operator's license at 16 1/2 -- her daughter's tragedy arose as lawmakers are considering a revision of driving license laws.

''We are committed to a complete overhaul," said Senator Steven Baddour, a Haverhill Democrat who cochairs the Joint Transportation Committee. Asked about raising the age limit for licenses to 18, Baddour said: ''That's not actually unreasonable."

A funeral Mass for Amanda Nadeau is scheduled for today in Reading. A funeral in Wakefield for the other teenager killed in the crash, Scott Connolly, 16, of Reading, will be held tomorrow.

The teenagers died late last Friday night when their BMW 325i, with Connolly driving north in the left lane of Route 128, veered across three lanes and slammed into a tree in Wakefield. An unidentified 16-year-old, whom Rodriguez visited, was seriously injured. State Police continue to investigate the crash.

''We believe that speed was a factor," said a State Police spokesman, Trooper Thomas Ryan.

Connolly had obtained his junior operator's permit less than six months ago, and under state law he was not supposed to have passengers under 18 in the car unaccompanied by an adult in the front seat.

Rodriguez said the injured 16-year-old had told her that the teen-agers had often driven at high speeds, just for the fun of it.

Amid her grief, Rodriguez called several lawmakers to urge them to act.

''I'm not going to allow the death of my child to be for nothing," she said. ''I don't care whose door I have to bang on."

Lawmakers have until April 14 to act on the pending licensing bill, which would increase driver education requirements, as well as limit late-night driving for teenagers and give police more power to stop 16- and 17-year-olds carrying passengers under age 18 during the first six months after obtaining a license.

But Baddour said the Transportaion Committee may go farther: it is contemplating raising the age for juvenille and adult licenses.

''It is inexperience and distractions that's causing accidents," said the lawmaker.

Baddour said a reworked bill may also contain sanctions for parents who allow their teenagers to flout driving laws.

Indeed, Rodriguez feels that parents have grown too lenient.

''We didn't allow Amanda to get a license," Rodriguez said. ''I said to her: 'I don't think you're ready.' She was mad. Oh, my God, she was so mad at me.

''Kids think they have a right to get a car at age 16," she said. ''We all want to give our kids everything. But we're the adults. It's OK to say no."

Rodgriguez said she visited with Connolly's family over the weekend and bears them no ill will.

''I feel so much for them," she said. ''They're feeling so wracked with guilt on top of everything else. It's not their fault."

At Amanda Nadeau's school, Reading Memorial High, a large banner hung in the halls yesterday, covered with tributes scrawled by students.
