- The WTO is the UN agency to manage international trade. It is both a forum for international conventions and a framework for enforcing agreements. It replaces the previous GATT treaties.
WTO member states convene every two years to forge agreements over trade. Every member state has a veto, however major trading countries tend to be more successful in negotiating agreements, probably because their negotiators have more enticements with which to bargain.
The WTO itself does not create policy, however if one member state complains that another member state is not complying with an agreement, the WTO will facilitate an independent panel of member states to arbitrate the matter.
The WTO is controversial and it occasionally makes bizare rulings. However, it has created an orderly method of resolving trade disputes and created trading opportunities for underdeveloped countries. Notably, China and India have exploited the WTO system to expand their trade with developed countries.

As you may be aware there is talk of holding another referendum on the Lisbon treaty. This is not only un-democratic but an insult to all European Citizens.
