Why Marijuana Should Be Legalized: An Expert's Perspective

    Slightly more than forty percent of Americans over the age of twelve have reported using marijuana, also known as cannabis, at least once in their lifetime; more than eleven percent has used marijuana in the past year, and almost seven percent had used the drug in the past month. At an average cost of $100 per ounce, the revenues generated by this renewable resource are exceedingly high. However, the drug remains illegal, and all of these monies reside in underground markets, separated from the United States’ national economy. Access to those funds would aid greatly in reducing the national deficit or helping fund thousands of other domestic or international projects. The legalization of marijuana for growth and recreational purposes could foster profound, positive stimulation for the United States’ economy, while degrading the appeals of usage and quelling many of the stigmas surrounding the drug.


    Now that we understand why marijuana has remained criminalized rather than legalized in the U.S., let us consider the proposed stimulation that legalization would have on the economy. The economic benefits from the legalization of marijuana at first glance seem very appealing. The legalization of cannabis presents an important advantage over decriminalization of the drug in its illegal state in that it allows for legal distribution and taxation of the plant. Dr. Dale Gieringer asserts that in the absence of taxation, the free market price of legal marijuana would be extremely low, on the order of five to ten cents per joint: in terms of intoxicating potential, a joint is equivalent to at least one to two dollars worth of alcohol, the price at which cannabis is currently sold in the Netherlands. In order to hold the price at this level under legalization, the government would have to exercise a tax on the commercial sale of marijuana (Economics). Gieringer continues to explain that an examination of the external costs imposed by cannabis users on the rest of society suggests that a "harmfulness tax" fifty cents to one dollar per joint would be appropriate, and that the estimated product of a tax in this range would raise between $2.2 and $6.4 billion per year.


    Research has shown that if legalized and taxed, even with the necessary regulations, revenues could yield even more that Gieringer proposed. When marijuana regained popularity in the early 1990’s, the main cash crop of the United States, corn, produced 16 billion dollars per year. Researchers estimate that during that same time, the amount of money that could have been yielded by the legal flow of cannabis, including sales taxes, decrease in decriminalization cost, and the hemp industry was about 26.7 billion dollars (Economics). Our government could especially benefit from an extra 8 billion dollars with the War in Iraq costing $177 million per day among all of our other deficits (Clock).


    Were marijuana legalized, the drug would most likely lose its hip, rebellious stigma and become more normalized and less dramatized. As illustration, consider Prohibition, the ban of once legal alcohol. During these times, the manufacture, transportation, import, export, and sale of alcoholic beverages was restricted or illegal. In the same case as marijuana, people still desired to use the drug, and an underground market formed. Organized and dangerous crime centered on alcohol as it does today with marijuana, and jails overflowed with petty to serious cases of Prohibition law breakers. These trials, analogous to the marijuana situation of today, expend many tax dollars and waste valuable court time. Making usage legal would allow that money to remain in circulation and benefit the American people. In brief, the legalization of cannabis would, at least in the short-run, stimulate the United States’ economy. Although there would be some obstacles to overcome en route to economic fostering, the monies generated by a marijuana market could be used to repay national debt,
