Well yes Luigi has stared in alot of Mario Games and some on his own E.g Luigi's Mansion, His First game he stared in was Mario Brother's (Arcade) Super Mario Brother's (NES), He is Mario's younger brother aswell, On later game like New Super Mario Brother's he helps Mario to save the Princess, Luigi's Full Name is Luigi Mario,
History Of Luigi
Luigi is a video game character created by Japanese game designer Shigeru Miyamoto. He is portrayed as the taller, younger twin brother of Nintendo's official mascot Mario, and has appeared in many games throughout the Mario series. Although Luigi was originally created as a character identical to Mario except for being colored green instead of red, he has since developed a personality and style of his own. His voice is performed by Charles Martinet, the same actor who provides the voice for Mario, as well as other characters throughout the franchise.

This Game was brought out on Gamecube, It was a game were Luigi have to save Mario in the hunted house,

more short cuts in mario kart double dash
yoshi circut: after you come out the tunnel notice the rail stoppes if you boost off f there there is a tunnel thats a short cut.
daisy cruiser: after the kitchen wth the moving tables there is a hole in the floor go through the hole and through the pipe.
mushroom city: were the road spits for the 1st time go straight forward look to your right and there will be a path next to the cinema.
