Financial Trouble?
The Pentagon needs at least $83 billion more for combat operations in Iraq and Afghanistan through the end of this fiscal year, Pentagon officials told the White House.
This figure includes $7.3 billion to pay for adding troops in Afghanistan, Pentagon officials wrote to the Office of Management and Budget on Feb. 3. The U.S. will add about 17, 000 to its force of 38, 000, President Barack Obama announced this week.

The $83 billion is $13.3 billion more than Defense Secretary Robert Gates said in late December was needed. That estimate of $69.7 billion didn’t include the cost of sending more troops to Afghanistan, he said then.
Congress already has approved $65.9 billion in emergency wartime spending for fiscal 2009, which ends Sept. 30. The latest request would bring the amount to about $149 billion.
That is less than the $176 billion Congress approved for fiscal 2008 and the $171 billion for fiscal 2007, according to the Congress Research Service.

    • Manners call sees driver sprayed, cuffed

      A man reportedly found himself pepper sprayed, pulled from his car and handcuffed after asking a US border inspector for a simple "please".

      Desiderio Fortunato, of Coquitlam, British Columbia, told The Canadian Press that he thought it was rude when the guard asked him to turn his engine off without the pleasantry.

      However, in response to his requested "please", the 54-year-old was stunned and blinded by the spray, then pulled out of his car, handcuffed and detained for three hours.

      A spokesman for US Customs and Border Protection said that although the use of force is under review, the request to turn his engine off is a lawful order that travellers must obey.

    • Motorist stopped by police for laughing

      A motorist has revealed that he was stopped by a police officer for laughing at the wheel of his car.

      Gary Saunders told The Daily Telegraph that he was pulled over in Liverpool after being spotted chatting with his brother-in-law using his hands-free kit.

      "I couldn't believe it when he told me I'd been pulled over for laughing," he said. "I was driving very safely... [My brother-in-law] said something funny and I was laughing - simple as that. I never took my eyes off the road and was in full control of the car."

      Saunders, who was questioned for half an hour, claimed that he was told "laughing while driving a car can be an offence".

      "The officer accused me of throwing my head back in a dangerous way... It went from ludicrous to unbelievable," he said.

      The company director said that he was allowed to drive on after the officer "admitted that he had nothing he could accuse me of", but was told that he still had to present his documents at a police station.

      Supt. Kevin Hagger, of Mersey Tunnels Police, said that there was "no record of the incident in the system so it seems the gentleman was just spoken to by the officer and the matter not taken any further".

      A representative for the Association Of British Drivers called the incident a "shocking example of police harassing innocent motorists", adding: "What next? Can we expect to hear of people being stopped for sneezing or coughing while they are at the wheel?"

      Students at a Japanese school have become the first in the world to be taught by a humanoid robot teacher.

      Saya, sporting a latex face modelled on a university student, can read the register and set tasks from a text book, The Sun reports.

      It will start teaching pupils after passing a trial term at a primary school in Tokyo.

      The model has 18 motors which can convey a number of expressions, including happiness, fear, anger, disgust and sadness.

      It replaces an earlier version named Pikarin, which had a metal head and exposed mechanics.

      The android was created by Hiroshi Kobayashi, who has been working on the project for 15 years.
