Samoan officials have shifted their focus from rescuing lives to providing survivors with food, water and power, but stress that it doesn't mean they're giving up on those missing four days after earthquake-triggered waves killed 170 in the region.
Electricity and water services have been restored in about half of the affected villages in Samoa and American Samoa, and almost all of the territory is expected to have power from generators within three to five days, said Ken Tingman, the Federal Emergency Management Agency's federal coordinating officer.
FEMA will also establish an office to provide housing assistance to residents displaced after Tuesday's earthquake and tsunami, American Samoa Governor Togiola Tulafono said on Saturday.
Taule'alea Laavasa, chairman of the Samoan government's National Disaster Advisory Committee, said on Friday that relief work was going well with the help of neighbours including New Zealand and Australia.
But many survivors have refused to return to their villages. 'They're scared; a lot of them have been psychologically affected by seeing their relations die in huge numbers,' Laavasa said.
The death toll has risen to 170, including 129 in Samoa, 32 in the nearby US territory of American Samoa and nine in Tonga.
At least seven foreigners were killed when the popular tropical getaway turned into a disaster area.
Four Australians - two women, a young girl and a baby - have been included in Samoa's official death toll.
The Australians confirmed dead include Vivien Hodgins, 56, from Victoria, six-year-old Clea Salavert Wykes and Tasmanian horse trainer Maree Blacker, who was in Samoa celebrating her 50th birthday.
The fourth Australian victim, a 15-month-old boy, is yet to be named.
Eighty-eight Australians have been deployed to Samoa, making up medical and search teams to help those hit by the waves.
Tingman said that although they are now focusing more on helping survivors, it doesn't mean the missing are being given up for dead.
'You never lose hope,' he said.
Some Samoans have been forced to forgo burial rituals because their villages are gone. Other families have had to speed up the burial process because loved ones' bodies were found in such decomposed states.
In Samoa, the government has proposed a mass funeral and burial next week.
The village of Leone, the centre of Christianity on the island, is a bleak landscape of rubble. The beach meeting houses that had been the centre of cultural rituals and family meetings were destroyed. An overturned van was jammed into the roof of one beach house.
Leone residents estimate the tsunami destroyed about one-third of the village, which has a population of 3,000. The victims were mostly elderly or toddlers. Four villagers were killed while making crafts on the shore.
Samoa's tourism industry, meanwhile, said it fears a 'second tsunami' of vacation cancellations after the deadly waves wiped out some of the South Pacific country's most idyllic white-sand beaches and resorts.
Tourism is Samoa's largest industry, and travel industry representatives visiting the main island's wrecked southeast coast said on Friday about one-quarter of the tourist accommodations have been destroyed.
Nynette Sass, chief executive of the Samoa Hotel Association, said the industry is alarmed by anecdotal reports of mass vacation cancellations since Tuesday's disaster.
'If substantial numbers of tourists start cancelling, that will be like having a second tsunami on us,' Sass said. The industry accounts for 25 per cent of the country's gross domestic product, she said.
Samoan tourist industry representatives said the damage on the southeast coastline of the main island of Upolu includes four resorts and more than 20 family operations that rented simple traditional huts, known as fale.

Aust aids tsunami-hit Tongan island
Australia will spend $1m on aid to help the remote Tongan island of Niuatoputapu, which was devastated by the Pacific tsunami.
The deadly waves killed nine Tongans. Waves swept 600 metres inland on Niuatoputapu, destroying two of the island's three villages.
'This assistance is being provided at the request of the government of Tonga,' Foreign Minister Stephen Smith said in a statement.
'Australia has extended its condolences to the government and the people of Tonga for their loss.'
Australia is providing tents, marquees, generators and lighting.
The emergency supplies are being sent to the Tongan capital of Nuku'alofa, where they'll be loaded onto a French ship sailing to Niuatoputapu on Saturday.
All of Niuatoputapu's water storage tanks were destroyed when the tsunami struck. There are just 211 households on the island with a total population of just over 1,000.
Mr Smith has also announced Australia will provide an additional $2 million to the Philippines and $1 million to Vietnam in the wake of Typhoon Ketsana.
More than 400 people were killed when the tropical storm hit last week, with deaths in the Philippines, Vietnam, Cambodia and Laos.

Malo e lelei from the Kingdom of Tonga!
Dear diary ; )
Am currently in the Kingdom holidaying. Celebrated my sister's 21st last week so now it is just R&R time with my two sisters. The rest of the fams have already returned back to Oz.
We are flying to Vava'u tomorrow so I will be sure to take plenty of pix. Apparently it is much more beautiful than the main Island.
The weather is nice and sunny. Cool breezes at the foreshore. Very laid back. Time means nothing in Tonga. We finally bought a clock to put up in the house LOL.
Have met alot of family and friends (new and old) which has been fun but sometimes i can be sooo hopeless with remembering the names LOL.
Anyways, i'd best continue on my journey.
