Introduction
 
The focus of this work addresses the theme of Traveller exclusion from the current educational system. It looks to address two linked issues highlighted in that assignment, namely the mobility of Traveller families and the subsequent issues with school attendance and ongoing support from educators whilst in the Travelling season. I feel that these two particular topics are more in keeping with the theme of the current workshop than family literacy or educational aspirations, since these issues have additional social facets which also need to be addressed.

The investigation of the issues identified may also allow the results of this assignment to inform curriculum delivery and learning design for other groups for whom attendance at school is sporadic or problematic. This includes children with behavioural difficulties or teenage mothers and children with long term health issues who may experience long periods of absence.

This subject requires the amalgamation of a number of theories, since there is a need to concentrate on the emotional development of the child as well as the academic. There is also a need to allow the child to stay in touch with classmates as well as educators to ensure that social bonds remain intact and to help them in remaining part of their learning community.

As the Plowden Report highlighted as far back as 1967, “They [Gypsy Traveller children] are probably the most severely deprived children in the country. Most of them do not even go to school, and the potential abilities of those who do are stunted. …. The children’s educational needs are nevertheless extreme and largely unmet… They will require special attention and carefully planned action.”

This view was echoed in another report published later that year by the then Ministry of Housing and Local Government who commented that “…while the majority who do not go to school, have little prospect of ever achieving the rudiments of a normal education. They are likely to grow up as illiterate as their parents unless special steps are taken to meet their educational needs.”

The book begins by breaking down the top level issues into discrete problems and uses these to identify underlying educational theories that offer solutions to the problems. It aims to define a number of requirements for a learning system and looks at how the theory of learning design can be applied to this problem. The final stage will be to apply the principles of learning design and to investigate how LAMS (a system which embodies the principle of learning design) could be utilised to address the list of issues and system requirements.

The ultimate aim of the assignment is to identify whether it is feasible to construct an online learning environment which allows children to access quality learning when away from schools, which allows them to interact with their peer group and which lessens the impact of their non-attendance at a formal educational establishment.
